How do I create an anonymous proxy server?

I'm looking to create an anonymous proxy server preferably for free. I searched around a guide or tutorial, but can not find anything. If someone personally knows or can point me in the direction of a guide or tutorial that would be great. Thanks for any help.

I tried hundreds of free proxies / VPN 's for many months. All I have of him was a great frustration, because it has locked in the short term.
