Server overload?

I have a witch server has more than 200 people in line, so far no problem, but all users of this wine a proxy server (have the same IP) This is cosing server overload! I do not know if a network or server configuration issue. If so please give me the settings for Windows with IIS or Apache on Fedora with the server is within the limits of bandwidth and avoid overloading the database, the problem is that all connected from the same IP (proxy) HTTP server (Apache or IIS) is to keep the connection! I tried to configure (this is less MaxKeepAliveRequests apache (100) KeepAliveTimeout them then (15)), but all I have is a witch server responds very very slow!

restore the server and verify that all updates. clean all PC and clean disk program weekly.
