Anticipating the need for an informed debate leading to the 1978 reauthorization of the Bilingual Education Law, CAL, with the support of the Carnegie Foundation with government documents-art review of relevant knowledge in the social sciences, linguistics, law and education and convened a series of lectures in 1976-1977, which brings together researchers and concerned federal lawmakers.

LeAnn Parker coordinated conference and edited the resulting series of five volumes, which provide a further valuable overview of the state of research knowledge. In other directions, when the U.S. Office of Census, along with the National Center for Education Statistics of the Department of Education, was tasked to conduct a national survey to determine the need Bilingual education, CAL was awarded a major project, directed by Walter Stolz, to develop a proxy measure of English proficiency (MELP) to use in the 1976 Survey of Income and Education.

The results of the survey was the basis for appropriations in the 1978 reauthorization of Title VII. CAL also conducted research on the criteria for the evaluation of bilingual education programs and conducted a feasibility study for the evaluation International bilingual programs (which ultimately influenced the design of the successful national bilingual education program in Guatemala).

CAL staff also had a large contribution to the U.S. Commission on the influence of the Civil Rights '1975 report on bilingual education, A Better Chance to learn. On the international front, director of CAL twice served as U.S. representative to the United Nations Educational Scientific and Cultural Organization (UNESCO) in Paris conference on minority languages in education. On the institutional isolation of bilingual vocational training, CAL worked closely with the Department Labour on the development of guidelines for successful programs. Maria Galvan, former president of Teachers of English to Speakers of Other Languages (TESOL) organization, played an important role in this work.

CAL also active in the response to the misinformation about bilingual education. In 1978, when an Education Department official held a news conference to announce the results of a somewhat negative assessment of the effectiveness of bilingual programs a staff member of CAL, Tracy Gray, from the report the night before and wrote a critical analysis to expose the flaws in the study. Their analysis was presented to media representatives, as they left the press conference, and most of the newspapers for information on the study acknowledges that the results had been seriously questioned by the CAL.
