Why have proxy problems after changing ISP and places?

So I moved house and changed ISP and now I am unable to navigate Internet without proxy settings on. I do not want to use the proxy settings, but it will not function without them. My new ISP tells me it's a hardware problem or software on my end, but had not changed the hardware or software, only the location and ISP. Without the proxy settings I can Google stuff, but I can browsing any of the results. I have tried turning off my anti-virus … I'm using Vista with IE8, Firefox and Chrome achieve the same result of the three. Any advice? No error message. Stay in 'wait for the website' for all time.
