How to navigate using a proxy server through my browser?

NO MATTER WHAT NO, I CAN NOT CONNECT through a proxy server! I am connected Internet via a D-Link router and I'm running Mozilla Firefox and Norton Protection Center. What I did was find a list of proxy servers. Here is a website example I used: http://www.publicproxyservers.com/page1.html who edited my "Manual proxy configuration" in Firefox. I entered the proxy server and IP port numbers for HTTP and SSL Firefox can not connect to any of them though! I get the error message: "The connection expired" Server in www.google.ca is taking too long to respond. It does to the web and proxy server ALL ALL! Any help would be greatly appreciated!
