My Internet Explorer is "Internet option" disabled.?

My Internet Explorer is "Internet option" disabled. I have aleady activate key Internet-related options in the registry. the team was previously prepared as a workstation on a LAN and configuring Internet (to use a proxy gateway) was shaped by Internet systems administrator with reduced mobility options that can not be changed. Now I have to configure the computer as a separate computer and change the Internet settings (connection, etc. ..) but the Internet options is disabled. How do I re to enable Internet options.
