Spam complicated section of Computer Networks in questions about proxies?

Has anyone noticed all the questions about proxies, where the "author no idea of the question, "also includes a list of proxy sites in the additional details? I'm thinking they are actually a new form of spam, and began to focus when I see them. What does everyone else think? For example, this is one that survived:
