How much do you need to spend to get good software to surf the internet under another proxy server’s ip?

I bought Ghost Surf Platinum 2006 for $50. Was it worth the money? Only for about 2-3 months. After that my internet became slow; downloads became dial-up speed and I’m using broadband. All proxy software are a waste of money. I was consantly e-mailing tech support; there solutions worked for a while and then back to its old self again.
