Boyfriend in Germany … marriage by proxy, is it legitimate?

So I talked to someone in Montana, as the double proxy marriages legal …. I do not know that the process of it, I just want to know if it is really legitimate. It is stationed in Germany and we're getting married at the base, but both have said that could take months. I live in Georgia right now. We just want the legality care and have a real ceremony later. Anyone with any information in time this is legitimate or not, please let me know. Moreover, if acceptable by the military! thanks!

Most people that direct proxy marriages only marry you if you have met face to face before. Proxy marriages legal and trustworthy, and if the military accepts. It was the first page of the Stars and Stripes about how the soldiers do proxy marriages while deployed or to get BAH and save for a reception.
