Problem accessing certain websites due to proxy settings?

Hi, I've been driving my electric bill, I noticed that suddenly I can not access this website, and at least one other site you use regularly. None of these sites with adult content or anything that may be of that nature. I've gotten access these sites through a web site, proxy, but finds that as soon as you click links on the site, then once again get the dreaded "The Page can not be displayed "screen. I have not changed the configuration of these sites, so I'm really at a loss for what to do. I access my electric bill as recently as last Wednesday, but since then I can not at all. Any info would be greatly appreciated. Greetings This is on my computer there is no network set up and no one else has access to the machine

Who runs the proxy probably blocked these sites.
