Internet Connection Sharing disabled?

I have Windows Vista and my wireless internet will not work because the shared connection (ICS) does not start. Each time you click Start, a pop up with the tab: Services appears. Along with a! sign that says: Internet Connection Sharing (ICS) service on Local Computer started and then stopped. Some services stop automatically if they are in use by other services or programs. I have also activated all Dependencies (Base Filtering Engine -> Remote Procedure Call (RPC) —> Start DCOM Server Process, Network Connections -> Network Store Interface Service -> NSI proxy service, Remote Access Connection Manager, Windows Management Instrumentation) Also I have checked all the system configuration services having to do with the ICS and restart my computer. In the end the result was the same.

??? Why do you need ICS. Does the connection wirelessly with another computer on the network. ??? I connect the internet to disable ICS on the wireless router and must come when you connect to the wireless network. More Details about what they are trying to get help.
