We have a situation here that requires clever improvisation to achieve a satisfactory conclusion.
Say, is not this dog from hell, the bully the neighborhood and full-time bully. It never seems to stop barking (can be good, is a dog thing) and constantly chases the kids in the neighborhood. It terrifies the postman. delivery man, utility man, and almost everyone who contacts. It is an equal opportunity terrorist.

It is improving the dog's owner is also beyond control. He is extremely loud, foul-mouthed, quick-tempered and very irritable. It is also very inaccessible.
