Anyone know what open source SIP can be used as a SIP server, SIP Proxy, SIP registrar server running on Windows?

Also I am in need of a SIP client program can run on PPC … I need the SIP server is only used to manage sessions and transactions, there is no need doing anything with VoIP. Any suggestions for me? Thank you!

Asterisk is an open source software and supports SIP (http://www.asterisk.org/about). (I guess you mean the SIP enables VoIP) By default, Asterisk runs on Linux, but see the links below to learn how to run on Windows.
